What is Bill 11?
A direct attack on public health care
Passed by Alberta Premier Danielle Smith's government in late 2025, Bill 11 creates a two-tier system by allowing doctors to work in the public system and the private system at the same time. Instead of one public system for everyone, there are now two.
The private tier
People with money pay out-of-pocket to jump to the front of the line for care that is already covered by public funds.
The public tier
The system the rest of us rely on. When wealthy patients jump the queue, everyone else moves further back. The public tier does not get better under Bill 11. It gets worse.
Bill 11 will lead to longer wait times
There are only so many doctors and nurses in Canada. When they are allowed to work in private clinics for higher fees, they spend less time in public hospitals. This pulls staff away from the public system and forces the rest of us to wait longer for the care we need.
It forces Canadians to pay twice
Under Bill 11, Canadians continue to pay for the public system through their taxes, but are then pressured to pay again out-of-pocket to get timely care. This makes the same medical services more expensive for the average person and creates a system that favours those with the most money.
It opens the door to U.S.-style care
Bill 11 allows large American corporations to take over hospitals and clinics to generate profit. Once these for-profit companies are established in our health care system, it is very difficult to remove them or return to a fully public model.
The Canada Health Act
The Canada Health Act is the federal law that sets the standards for health care across the country. It is built on a simple requirement: health care must be provided based on your medical need, not your ability to pay. By allowing doctors to charge patients privately for essential care, Bill 11 violates these national standards and moves Canada toward a system where wealth determines how fast you get treated.
